Un-Bearably Stupid

A Colorado homeowner's attempt to keep bears from rummaging through his garbage cans failed horribly.

Hungry bears have been a problem for residents in the town of Ouray in the western part of Colorado. But one homeowner had the idea to pour a mound of chili powder on the top of the can thinking it would keep bears away. Unfortunately, the trash collector arrived at the can first and got a huge dose of chili powder in his face. He required medical attention after he was temporarily blinded. That was really stupid.
Didn't he realize that the trash collector would need to get to the can, too?
There has to be a better method for keeping the bears away.
I used to spray a light mist of bleach mixed with water till the trash man said please stop. It was to keep the neighborhood dogs out.
